Statement on the Release of GPH MayorDano and his two military intelligence escorts

Private armed groups of GPH politicians, landlords and comprador-capitalists face punitive actions


The detention of Mayor Henry Dano of Lingig, Surigao del Sur as an accused under the custody of the revolutionary people’s democratic government and not as a prisoner of war, ends today. His case is conditionally archived to give way to his release. But in the event that he wilfully commits an act or acts that constitute as violation of human rights, international humanitarian law and the laws and policies of the people’s government, he shall be rearrested and put to trial.


In compliance with the unilateral political decision of the Southern Mindanao Party Regional Committee-Communist Party of the Philippines ordering his release in consideration of his conveyance of an apology for acts with which he was charged, the custodial unit of the Conrado Heredia Command-New People’s Army undertakes his release to his family.


Mayor Dano was not a prisoner of war, much less a “kidnap victim,” contrary to erroneous and malicious pronouncements by the GPH and its AFP/PNP. Rather, he is a civilian who was charged in the people’s court, disarmed and arrested by the NPA, and detained to face the bar of revolutionary justice for organizing and maintaining a private armed group in collusion with the officers and intelligence personnel of the 75th IB-4th ID of the Philippine Army. Thus, it is patently wrong for the GPH and the AFP/PNP and even those in the mainstream mass media to call him a prisoner of war.

Mayor Dano was arrested and detained to answer to his acts that resulted in his indictment before the people’s court of the People’s Democratic Government for serious violations of human rights and international humanitarian law. And much to the chagrin of the GPH and the AFP/PNP, the revolutionary movement has again showed in concrete action its strong political will to dismantle private armies, paramilitary groups and armed religious fanatical cults organized and armed by big landlords, big compradors and the AFP/PNP.


Unlike the NPA which is relentless against these PAGs (private armed groups), the AFP/PNP encourages its proliferation as part of the reactionary state’s US-directed counter-insurgency operations while promoting the greed of big landlords, big compradors in the plantation and mining businesses and local politicians who pay-off officers of AFP/PNP units.


As we release Mayor Dano today, we also warn those despotic big landlords, big compradors, environmentally destructive foreign mining firms, large agricultural plantation owners and politicians who maintain PAGs to exploit, oppress and terrorize the masses: you will have your day before the bar of revolutionary justice.


Politicians of the local GPH units are well-advised to stick to performing civilian functions and immediately disengage in armed and hostile activities. Armed collaboration with AFP/PNP military operations will rightfully result in the loss of your protective status as civilians as guaranteed by international humanitarian law and thus, lay the grounds for your justifiable arrest on the strength of complaints filed before the people’s court and found to be with probable cause by the prosecutorial arm of the People’s Democratic Government, and for disarming and corresponding punitive operations by the NPA.


Prisoners of War Cpl. Alrey Desamparado (Serial No. 832272) and Pfc. Alan Saban (Serial No 846458) of the 4th ID-AFP Intelligence unit are likewise being conditionally released despite a strong basis for the imposition of the maximum penalty of death by the military tribunal on account of the blood debts and acts of espionage they have committed against the revolutionary movement in the course of their performance of AFP military intelligence work. They have admitted their crimes and a decision by an NPA military court to order their deaths after due trial is justified and would not in any way contravene international rules governing armed conflict.


But they are being conditionally released to give them a chance to remould and rectify by ceasing any participation of the armed counter-revolutionary operations of the GPH. But should they violate these conditions by continuing acts of hostility and aggression against the masses and the revolutionary movement, they shall be consequentially placed in the NPA Order of Battle.#

ANTI-COMMUNIST GROUP ASKS AQUINO TO END TALKS WITH NDFP/CPP/NPA

The Alliance for Nationalism and Democracy (ANAD) party-list called on President Aquino to end all peace negotiations with the Maoist CPP-NPA-NDF, saying the rebels’ insistence on having a status like a sovereign nation is a clear violation of policies of the peace talks.NoBAD YAN JUN! ANAD slammed the NPA’s statements that the four Bureau of Jail Management and Penology (BJMP) personnel abducted in Kitao-kitao, Bukidnon last July 21 were “prisoners of war” while Lingig Mayor Henry Dano and his two Philippine Army (PA) security escorts, abducted last Aug. 6, are under investigation and will be tried before the people’s court.

“Seeking peace with a group skilled in using any negotiation, including the peace talks not as a method of settling conflicts but an instrument of warfare is like shooting at the moon and stars with a bow and arrow,” Rey Salas, ANAD national spokesman said,.

ANAD Rep. Jun Alcover said it is grossly unfair for the government to negotiate peace with a group whose obsession and goals are anathema to peace.

world or international organization of nations like the United Nations? They are terrorists and nothing more,” Alcover said.

He said his group condemned the NPA for its blatant and highly outrageous display of disrespect to sacred human rights, which they themselves always parade to uphold and protect.

“With these, they have unmasked their lies and deceptive skill against the Filipino people,” he added.

Alcover said the rights of the captives were never respected and the manner of the NPA’s Medardo Arce Command in Southern Mindanao are opposed to the demands they are asking from the government.

This, while compelling the government to adhere to the Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law and other international protocol on human rights when their comrades are arrested or captured by government security forces.

“Now they are showing their real character that knows no one but their own party and the only way to get hold of power in government is through the effective and sustained use of violence against humanity,” said Alcover, a former NPA political officer and commander in Eastern and Central Visayas who now leads a strong pro-democracy group strongly opposed to Maoist communist terrorism and tyranny.

NDF releases video clips, photos of four PNP/BJMP captives

More than a month after they were taken under custody, the four PNP/BJMP prisoners of war of the New People’s Army, Jail Inspector Murphy Bomoway Todyog (Badge No. 0-08021), Jail Warden Erico Dacillo Llamasares (Badge No. 0-07022), Special Jail Officer 2 (SJ02) Rogelio Begontes (Badge No. 960187), and Jail Officer 1 (JOI) Rolando Delta Bajoyo, Jr., are well , as shown in the video clips and photos taken on August 23 and released by the National Democratic Front Southern Mindanao.  Pointedly criticizing the ongoing military offensives of the Philippine Army as thwarting their freedom, the four also urged the GPH to expedite more effort in the negotiations.

The GPH is not interested in the speedy resolution of the cases of the NPA captives.  Despite the groundswell of calls for negotiations, the GPH spokesperson is actually the fascist Eastern Mindanao Command AFP which insists on declaring unrestrained military offensives camouflaged as peace and development outreach program in the region.  It is illusory to equate the POWs’ calls for a suspension of military operation as a script with military spokesperson Leopoldo Galon, Jr. saying that the NPA purportedly wants to stop the operations out of fear of an “organizational collapse.”  Surely, a people’s army that has more than four decades of experience and accomplishments in the revolutionary war cannot be dismembered with fascist dogs wearing innocuous collars.

The NPA’s humane and lenient treatment of the four POWs in compliance with Protocol 1 of the Geneva Conventions indicates the high level of understanding by the people’s army as regards to the application of international humanitarian law in the ongoing civil war.  In contrast, the AFP distorts facts to suit its counter-revolutionary thrust, justifies the Oplan Bayanihan military operations as rescue missions and makes it an occasion to control peasant villages and preclude people’s resistance.  Even as the NDF is open and ready to tackle the case of the NPA POWs within the framework of the peace talks, the GPH prolongs the incarceration of political detainees and apprehended JASIG-protected NDF consultants, maliciously demonizing them as criminals and mercilessly protracting the agony of their families and loved ones who are suffering from an unjust reactionary GPH judicial system.

Rody spent no government money to transport wounded rebs

Vice Mayor Rodrigo Duterte denied he used government money in the transport of three New People’s Army rebels wounded in clashes with military troopers in Davao Oriental and Surigao del Sur.

            I used my own money said Duterte.

            Duterte said expenses for the plane transport of the rebels came from his personal fund—raised by his political supporters.

Two weeks ago, communist rebel leader Ka Jess sought the vice mayor’s assistance on May 30 for the medical treatment of three comrades who sustained severe gunshot wounds in an encounter with soldiers from the Army’s 67th Infantry Battalion.

Vanessa Tropico delos Reyes, 26, of Calinan Davao City, along with Jason Casilum of Boston, Davao Oriental, and Ariel Haducala of Dinagat, Surigao del Sur were wounded after the encounter with the government troops in Sitio Carampel, Barangay Aliwagwag, Cateel, Davao Oriental on May 29.

Duterte said he could never use the city government peace and order fund in assisting the wounded rebels because he has no access to the fund.

It is only the mayor who can use the peace and order fund.

Duterte defended the assistance extended to the wounded rebels saying he has been doing the same humanitarian act to wounded troopers or those abducted by the NPA.

For many years now Rody has been consistently ask by the NPA to mediate in the release of troopers taken as prisoners by the NPA.
