DUTERTE BARES SECRET IN KEEPING DAVAO CITY SAFE: KILL ALL CRIMINALS!

Kill them all!

BY ROGER M. BALANZA

The days are numbered for criminals in Davao City and there is a short route to stop them from further sowing fear and violence.

Kill them all, said Mayor Rodrigo Duterte before a stunned audience in a recent convention in Davao City.

AS THE COMMISSION ON HUMAN RIGHTS probed summary killings in Davao City, Mayor Rodrigo Duterte said criminals have no monopoly of evil and can never find comfort from being protected by their human rights if they are caught. The CHR has conducted probes into Duterte’s alleged link to the Davao Death Squad (DDS) and the hundreds of summary executions of criminal elements in the city. Duterte said the CHR does not understand his responsibility as mayor protecting his people from criminals. I protect people. The CHR protects criminals, he said.

Terminating the criminals is the reason why Davao City is peaceful, according to Duterte.

This is Davao City’s secret to being named the world’s 9th safest city, said Duterte.

Davao City has been ranked as the 9th safest city in the world by Numbeo.com, the world’s largest database of user-contributed data about cities and countries worldwide.

Duterte is widely known for his iron-fist policy against criminality. While the campaign drew plaudits for the mayor, human rights groups accused Duterte as behind the hundreds of summary executions of suspected criminals. In 2009, the Commission on Human Rights (CHR) investigated Duterte for his alleged links to the Davao Death Squad (DDS) said to be behind the extrajudicial executions. The killings also earned a damning report from the United Nations Human Rights Commission (UNCHR).

Duterte said making the city peaceful should have to be hard on criminals.

To make the city safe, this has always been my stance against criminals, he said. Duterte has been mayor for more than 20 years.

He said he has no worry on dishing out the extreme punishment on criminals.

You rape a child in my city? I will kill you. I don’t have any problem with that, Duterte told delegates in the convention of the Workplace Advocates on Safety in the Philippines Inc. (Waspi).

We are the 9th safest city, how do you think did I do it? How did I reach that title among the world’s safest cities? he asked.

Kill them all, he said. The stunned audience at first gasped and then broke into an applause.

Duterte said he is not worried by critics or the charges levelled against him for the killings.

I did not care when the Commission on Human Rights (CHR) filed cases against me in court due to the way we deal with criminals, he said.

Why should I be afraid to go to prison? he asked.

Duterte also told his audience that he was batting for the return of death penalty.

He said criminals are now bolder with the abolition of the death penalty that he said was a concept imported from western countries.

The (West) wants to rehabilitate (the criminals) instead of just killing the idiots, he said.

In 2013, three members of a kidnap-for-ransom gang were killed during a police assault at the parking lot of a bank on C.M. Recto. The kidnap victim,  51-year old Filipino-Chinese businesswoman Sally Chua of Quezon City, was rescued unharmed. Duterte was accused by CHR chairman Etta Rosales of human rights violation for issuing a ‘shoot-to-kill’ order to then Davao City Police director Ronald de la Rosa.

In his reaction, Duterte said that when payback time comes criminals should reach the end of the road.

Duterte said that criminals have no monopoly of evil and gave them two options: Leave Davao City or face dire consequences.

“Do not ever believe that you solely own evil. You are not the only demons in this world,” Duterte said, addressing the criminals. “There are many of us here who are children of Satan,” he said clearly referring to himself as one of the “children of Satan.”
