The Davao City prosecutor has recommended the filing of murder charge against Police Superintendent Leonardo Felonia, former chief of the Philippine National Police (PNP) Southern Mindanao Regional Intelligence Unit (RIU), in connection with the June killing of Cebu businessman Richard King in Davao City.
In a September 16 decision, acting City Prosecutor Victor Sepulveda recommended the inclusion of Felonia in the criminal complaint earlier filed against three other suspects: Paul Dave Molina Labang and brothers Rodel and Rommel dela Cerna.
Labang and the dela Cerna brothers had confessed they were hired by Felonia to kill King.
Labang, who admitted he was the triggerman, was identified by witness as the one who shot King.
In recommending Felonia be charged with murder, Sepulveda, in his decision, said: From the time of its inception until the time of its execution, respondent Felonia consistently surfaced as the mastermind in the killing of King as per testimonies.
