Rody Duterte explains why Davao City Council needs comebacking Bonifacio Militar

The reason why Davao City Vice Mayor Rodrigo Duterte hopes former city councilor Bonifacio Militar would make it in his comeback bid to the City Council is obvious.
Veteran councilor Militar was behind the approval of two landmark ordinances inspired by Duterte: The Anti-Smoking Ordinance and the Anti-Pyrotechnics Ordinance.
While still a sitting councilor, Militar on the prodding of Duterte, authored the Anti-Smoking Ordinance, which banned smoking in all public places in the city and the Anti-Pyrotechnic Ordinance which banned sale, transport and exploding of firecrackers and other pyrotechnics.
Both ordinances initially met public resistance but Militar steered the council into approving them.
The smoking ban measure has since been emulated by other local government units and earned plaudits from national and international anti-smoking bodies and health agencies.
The pyrotechnics ban also met strong resistance, for its assault on Filipino tradition of greeting Christmas and New Year with firecracker explosions, but also has since been copied by other LGUs.
Militar ended his three terms as city councilor in 2010 and is running anew for a seat in the city council with the endorsement of the Duterte party Hugpong sa Tawong Lungsod.
During a convention of the Hugpong last month, its first since becoming a local party accredited by the Commission on Elections, Duterte personally endorsed Militar for his legislative contributions to the city.
